Progress Plan
2024:
In the Hurdal Platform, the Government decided to “appoint an independent committee to examine future capacity and needs at Oslo Airport at Gardermoen. This work was completed in September 2024. The committee’s work will form the basis for the government’s conclusion on the question of a third runway. Avinor has contributed to this work with factual information and needs analyses.
The full report can be downloaded here.
The committee’s conclusion on the need for a third runway says:
“It is the committee’s overall assessment that there may be a need for a third runway in the future. Thus, there may be a need for land for a third runway. In line with this, the committee believes it is important to prevent encroachment on the current airport.”
The committee estimates that it is unlikely that the need will arise before 2040, but recommends that Avinor and the State begin planning as early as possible.
2022:
In the Hurdal Platform, the government stated that it will “appoint an independent committee to examine future capacity and needs at Oslo Airport at Gardermoen. Until this work is completed, planning work for a third runway will not continue. The committee’s work will form the basis for the government’s conclusion on the question of a third runway.” Avinor will contribute to this work with factual information and needs analyses.
26.10.2020:
At the request of the Ministry of Transport, Avinor has updated the knowledge base for assessing the future location of a possible third runway at Oslo Airport.

16.11.2018:
Avinor has been informed that the executive committee of Ullensaker Municipality has unanimously decided to halt work on a third runway until further notice. Avinor takes note of the decision.
The decision to stop the work is made on the grounds that Ullensaker Municipality believes the location issue has neither been prepared nor decided in accordance with the rules of the Planning and Building Act or the procedure outlined by the Ministry of Transport itself.
Avinor takes note of the executive committee’s decision and awaits instructions from the Ministry of Transport for further clarification.
- We are aware of the decision in Ullensaker Municipality and will deal with the Ministry of Transport in their clarification of the further process and plan accordingly, says planning manager at Avinor Oslo Airport, Bent A. Skatvedt.

Avinor has received a copy of the Ministry of Transport’s response to Ullensaker Municipality, 02.05.19., which states:
In order to avoid unnecessary disagreement about the central parts of the basis for the location decision, the Ministry of Transport will ensure that the knowledge base is updated. As is known, Avinor has already ensured that Sintef has prepared an updated noise calculation for the eastern location alternative. In order to compare this new calculation with the noise consequences of the western location alternative, Avinor and Sintef will ensure that a corresponding updated noise calculation is prepared for this as well. Avinor will also ensure that updated accounts are prepared for other significant matters that have changed since 2012.
When the updated knowledge base is available, the ministry will contact Ullensaker Municipality.
