Read more hereICAO is the UN's aviation organization and is the highest body in aviation, in which Norway is a member. The organization has a regional office in Paris (EUR/NAT) that handles matters in the North Atlantic (NAT). Since Norway is responsible for air traffic services in Bodø Oceanic FIR and parts of NAT, Avinor Air Navigation Services is obliged to cooperate.
The meetings in NAT are important for the framework conditions for the service in Bodø Oceanic FIR. Avinor Air Navigation Services assists the Civil Aviation Authority with ATM expertise in forums that discuss operational issues and future technology choices in the NAT region.
Nordic countries have their own ICAO office in Montreal (NOR-ICAO), which on several occasions has had employees from Avinor Air Navigation Services in leadership positions for four-year periods (most recently 2020-2024).
Eurocontrol is an intergovernmental pan-European aviation safety organization with 41 member countries both inside and outside the EU. This is a civil-military ATM expert organization that, among other things, collaborates with the EU in several areas. Aviation safety is committed to participating in several arenas as a national service provider as Norway, as a state, has an obligatory membership in Eurocontrol.

The Network Manager is responsible for the operation and development of the joint European ATM network including, among other things, centralized management of European air traffic. The function is mandated by the EU Commission and assigned to Eurocontrol but is otherwise not part of Eurocontrol's other tasks.
NEFAB is a governmental commitment to be part of the North European Airspace Block (NEFAB) together with Finland, Estonia, and Latvia. Avinor Flysikring is committed as Norway has pledged to cooperate, among other things, through potential consolidation and streamlining of air navigation services across the borders in NEFAB.
CANSO is a global interest organization for air navigation with members from 85 percent of the world's service providers. Avinor Air Navigation Services is actively engaged through CANSO's European office in Brussels, which works on lobbying and influencing EU organizations, which is important for Avinor as a small entity outside the EU. CANSO also serves as a platform for coordination, information sharing, and benchmarking among members, and has established a forum for European air navigation directors (EC3).
In recent years, the focus has been on changes in the Single European Sky regulations (SES) and requirements affecting the framework conditions for European service providers, including cost efficiency, centralization, and modernization/digitalization of air navigation services via the ATM Masterplan.
Air navigation actively participates in strategic discussions in EC3, as well as in important areas such as RP4, SES2+, and other regulatory matters that may impact the company. In the next two years, air navigation will also have a leadership role in the CANSO Strategy and Policy Group.
Avinor Air Navigation Services is a member of iTEC, one of three service provider alliances in Europe developing joint solutions for regulatory requirements and sharing development costs. iTEC is divided into three system groups based on the original members. Avinor Air Navigation Services belongs to the "NATS System Group" along with Nav Canada (member from spring 2024), as well as German (DFS), Dutch (LVNL), Polish (PANSA), and Lithuanian (ORO NAVIGATIA) air navigation service providers. ENAIRE (Spain) is the only provider in its group, with Indra as the system supplier.
The alliance is business-based without regulatory obligations, which allows Avinor to share costs on demanding ATM development activities and gain access to important expertise. Through the FAS program (Future ATM System), Avinor will implement the latest version of the iTEC system, which entails a major technological advancement.
Participation in iTEC is important for meeting the requirements of the Single European Sky (SES) and ATM Masterplan, distributing risk and increasing expertise, as well as access to technically complex systems. Avinor's involvement in iTEC includes three full-time positions and experts in technical and ATM-related levels, as well as leadership in various decision-making bodies.
Borealis is a collaboration between nine service providers in Northern Europe: United Kingdom, Ireland, Iceland, Norway, Denmark, Sweden, Finland, Latvia, and Estonia. The purpose is to help achieve the performance objectives of the Single European Sky (SES). Borealis seeks efficiency opportunities similar to those in NEFAB but with a larger geographical area.
Recently, Borealis has faced challenges in finding areas for collaboration, and Ireland has announced its intention to withdraw. During the summer, work was done on new strategic areas that the alliance will prioritize instead of discontinuing the collaboration. The prioritized areas are Common Workforce Criteria, Common Service Provision Principles ATM/UTM, and Common Reduced Regulatory Constraints.
