Avinor shall promote a serious working life and combat labor crime. We shall ensure that our standards of seriousness are upheld through training, good dialogue, and follow-ups. As a public builder and client, we have a particular responsibility to act ethically and responsibly. We shall comply with the demands of the society around us, but also with the demands we set for ourselves. We expect our suppliers and partners to act as ethically and responsibly as we do.
Seriousness Requirements in Contracts
Builders, contractors, and suppliers have a shared responsibility to make the construction and civil engineering industry serious and attractive. We impose requirements beyond the mandatory ones to facilitate a good, attractive, and professionally strong work environment. Avinor uses LO coordinators in the work to prevent labor crime and unseriousness. Their presence strengthens Avinor's work with HSE and safety and contributes to providing an extra quality assurance in our seriousness assessments and control work.
- We set clear and pointed seriousness requirements in our contracts, which promote a responsible business community and serious working life. The requirements are based on fundamental standards, conventions, and legislation.
- We use recognized and industry-adapted data systems and supplier databases, such as HMSREG and StartBANK, to follow up on seriousness.
- Ongoing risk assessments related to integrity and compliance aspects are carried out in all phases of projects.
- We follow up on the requirements in practice and conduct inspections, assessments, and audits.
- We maintain dialogue with suppliers to ensure a shared understanding of risks and opportunities, as well as sound management and development practices.
- We reject suppliers and require the replacement of subcontractors when there is valid reason to do so.
- All our contractors must be affiliated with an apprenticeship scheme and employ apprentices in the performance of contract work. As a standard requirement, we stipulate that 10 percent of the workforce in all contracts shall consist of apprentices.
- The scope of the integrity requirements depends on the type of contract. These requirements must also be upheld throughout the supply chain.
Cooperation Agreement on Strengthened Efforts Against Labour Market Crime
Avinor has entered into a cooperation agreement with the Norwegian Tax Administration to strengthen efforts against labour market crime. The purpose of the agreement is to establish ongoing collaboration that enhances and expands the effectiveness of the parties’ measures to combat labour market crime.
The agreement ensures that all Avinor’s suppliers and subcontractors within construction, civil engineering, and cleaning fulfil their legal obligations related to taxes and duties in a timely manner. In addition, within the Projects and Development division, a pilot cooperation agreement has been established with the A-Crime Centre (A-krimsenteret) in Nordland.
